Brian Gregory Quinn, 46, of Woodbury, New Jersey, entered a plea to involuntary manslaughter Friday in Columbia County Court in Pennsylvania. informed of, Quinn was awaiting trial on murder charges in the January 2001 death of 17-year-old Shamar Washington of Williamsport.
Quinn has been in custody for nearly 22 months since his arrest in March 2022, and the plea agreement calls for less than the maximum term of two years. The sentencing was postponed to Wednesday to give the victims’ relatives an opportunity to be present.
In 2001, hunters found Washington’s body without identification, shoes or jacket, down an embankment in a rural part of Hemlock Township outside Bloomsburg, authorities said. Washington was reported missing from Williamsport six days earlier. The autopsy concluded that she had been beaten, stabbed, and shot.
Some witnesses also implicated another person in the crime along with Quinn, but indicated that they did not know who might have been responsible for any specific actions. Assistant District Attorney Rebecca Reimiller said Friday there is not enough evidence to charge anyone else in Washington’s death.

“There were a lot of things we didn’t have,” he said, citing the lack of DNA, physical evidence or a murder weapon. He said the family was aware of a possible plea agreement, which he said was appropriate because it accounted for Quinn’s “reckless and grossly negligent” actions.
